NEWS- Ex-City Attorney RESIGNS amid Rehab FIASCO
Ex-city attorney of Newport Beach, Bob Burnham, just RESIGNED from his 'consultancy' with the city amid allegations of 'conflict of interest' regarding REHABS when he was city attorney and now.. Of course he resigned! Since October 2003, I have personally experienced and watched his bias, stonewalling, re-writing of zoning code to favor rehabs, confiscation of public videotape testimony presented to council members during a city council meeting (!), and questionable(?) tactics-- he NEVER EVER declared public his wife's directorship of the Orange County Court Foundation (OCCF). Nor is own involvement. OCCF deals directly with court-ordered service to CRIMINALLY-CONVICTED addicts. 90% of addicts in rehabs hold criminal convictions (as stated by one Calif. Dept of Alcohol and Drug Program administrators in 2004!).
Even during TWO public hearings, and dozens of City Council meetings (2003-04) focused on the rehab issue- he said nothing of his conflict nor declared it on required state documents from 1999-2004. I even have a letter as far back as 1992 he sent out regarding one rehab in Newport- and defended the rehab saying, "Federal law does not establish any threshold number of residents above which local entities may regulate". Do you believe him now? Or then?
Yes, the dots are connecting, aren't they? No wonder Newport grew from FIVE state licensed rehab houses to TWENTY-FOUR from 2003-2007-- and Irvine (Note:I think Irvine has an ordinance on their books which keeps more than 5 unrelated people from living in one house without a Conditional Use Permit) only has ONE. AND there are over one HUNDRED rehabs operating in Newport, most illegally---- as the 'hands-off preferential policy' toward rehabs in Newport continues to be exposed.
