CONCERNED CITIZENS of
THE COUNCIL IS DISCUSSING ITS ORDINANCE TO REGULATE GROUP HOMES
YOUR VOICE IS IMPORTANT!

CITY HALL,
- MANAGE GROUP HOME USES TO AVOID INSTITUTIONALIZATION:
Do not permit Rehab, Group Homes in R1, R1.5, or R2 zones. Only permit them in MFR (Multi-Family Residence) zones and subject to a Conditional Use Permit (CUP).
We need a CUP process with rigorous standards.
- ENACT A SPECIFIC PLAN FOR DENSE, COASTAL NEIGHBORHOODS TO ELIMINATE OVER-CONCENTRATION:
- A special plan for Overlay Zone is needed due to distinct Use characteristics and density-related issues: Balboa Peninsula and Point; Lido Isle, Peninsula & Village, including Cannery; West Newport; Newport Heights; old CDM; Balboa &other Islands.
· Over 90 % of the “group home” businesses are in our Impacted Coastal Area.
· The coastal zone should have no more than its share of facilities relative to its 25 - 27% percentage of the City's population.
· Institute a 1,000 ft. separation criterion.
- DO NOT PERMIT UNLICENSED FACILITIES:
· Newport Beach has approximately 1,000 Group Home beds. Of these, only 220 are in licensed facilities.
· The City has admitted that even if you only count the 220 licensed beds,
- CURRENTLY, BIG CORPORATIONS PLACE SIX OR LESS PEOPLE IN MULTIPLE UNLICENSED FACILITIES. WITHOUT PROPER SUPERVISION AND CARE. WE NEED TO ELIMINATE THIS DECEPTIVE PRACTICE BY SAYING "NO" TO ALL UNLICENSED FACILITIES..
- IMMEDIATELY ABATE ALL ILLEGAL USES.
- DO NOT “GRANDFATHER” ANY EXISTING LOCATIONS OR BUSINESSES.
